The world of Avatar is set in an eastern-inspired fantasy world. Each of the nations in the world draws inspiration from various real-world cultures, specifically East Asian, South Asian and other indigenous cultures. Most of the series plot and cultures are based distinctly around the world's system of magic called “bending” where people known as benders can manipulate the elements to their whims.
Bending & the elements: Traditionally, the nations of the world and benders, are split into four separate elements: Fire, earth, water and air. Waterbenders come from the Water Tribe, firebenders from the Fire Nation and so forth. Bending is an ability presumably passed down genetically, and benders can only manipulate the one element they are born with. (i.e. even if one parent is an airbender and another is a waterbender, their bending children will still only be able to bend one element (either air or water))
Each branch of bending also has it's own sub-sets of bending within. Expert firebenders can learn how to bend lightning, waterbenders can learn a taboo form of bending called bloodbending, earthbenders can metalbend, and, most recently in canon, an airbender has learned how to do a (likely just as taboo) skill known as “breathbending” where they can bend the air directly out of someone else's lungs, essentially suffocating them.
Only one person, known as the Avatar, is capable of bending all four elements,. As such, the Avatar is considered a leader figure in their world and is responsible for keeping balance between the four nations, and between humans and spirits. There is always only one Avatar at a time, and after death they reincarnate into the next nation in the cycle (fire>air>water>earth. i.e. If the last Avatar was an airbender, the next Avatar will be a waterbender). Historically, the Avatar is a symbol of peace and balance, and it is the Avatar that the people look to when there is trouble (and, on the flip side, the Avatar is often the target of the villains of the series). As the most current reincarnation of the Avatar, Korra often finds herself in the public eye, and is constantly under the scrutiny of the press for her actions and accomplishments. It's an incredibly stressful position for Korra to be in, and even though she embraces (and even flaunts) her role as the Avatar, she has big shoes to fill and early on she is often insecure about the public's opinion of how well she's doing (which has been used against her).
The genocide of the airbenders: Before Korra's time, there was a terrible war known as The Hundred Years War, where the Fire Nation, lead by the Fire Lord Sozin, attempted to conquer the other nations. Avatar Aang eventually defeated the Fire Lord and brought peace to the world, but not before significant damage was done to the world. Because the Avatar at the time was known to be an airbender, the Fire Nation launched an attack against the peaceful Air Nomad people, successfully wiping out all airbenders except for the Avatar who disappeared for a hundred years.
Fifty years after the end of the war, Aang's only airbending son, Tenzin, is single-handedly attempting to bring the airbending nation back from the edge of extinction, and currently the only airbenders left in existence are Tenzin and his children.
The United Republic of Nations: By Korra's time, over fifty years after the end of The Hundred Years War the remaining nations have fallen into peace, and Avatar Aang established a new sovereign state known as the United Republic of Nations, where people from all nations could live together in peace. The capital is Republic City, and with the nations working together, technology flourished into a roughly 1920s-ish level (cars, telephones and radios are becoming more commonplace) but with a distinct twist based on the bending powers (eletricity is created from firebenders in a factory, the police force uses specialized metalbending gear, etc.)
During the canonpoint that I'm taking Korra from, there is growing unrest between the bender and nonbenders in the city. Blaming bending for causing wars and violence, an extremist anti-bending group, known as The Equalists are pushing for a revolution against the bending elite, and are seeking to eliminate all benders through means of their leader Amon, who has the mysterious ability to remove a person's bending permanently. With a member of Republic City's council of representatives going to less than savory means to stop the Equalists at any cost, Korra often finds herself in conflicts between the Equalists, who seek to destroy her; the corrupt councilman, who wants to use her to take out the Equalists; and the bending and nonbending public, who still look to her for protection and guidance.

✖ Character Personality: First and foremost, Korra's is the Avatar. For her, it's not just a title, it's the crux of who she is, (especially at this point in canon). As a foil to the last Avatar, Aang, who started out never wanting to be the Avatar, Korra embraced the role with enthusiasm ever since she was a small child. Even as a teenager, she has no qualms about showing off her skills to friends and criminals alike, and revels in her strength. Having discovered her bending abilities from a young age, Korra is practically a prodigy when it comes to the physical side of bending, and has absolute confidence in her abilities as a bender.
Almost absolute confidence, anyway. Korra's main failing is her lack of spirituality, and while other Avatars have been able to tap into their past lives for guidance and help, it's not until much later that Korra is finally able to reach out to one of her past lives, and even then, her communication with him is not nearly as clear as when Aang was able to talk to his past lives. It's suspected that it's because of her spiritual failings that she has yet to successfully airbend even a little, as airbending is the most spiritual of the four elements. Having so easily mastered the other three elements, being so out of touch with airbending is incredibly frustrating to her, and at one point, she completely destroys an ancient airbending training device in her anger.
Since her role as the Avatar is so essential to who she is, she's often sensitive about her faults and many of her insecurities stem from her desire to be a great Avatar. She's hard on herself and has a hard time handling fear and weakness. When the Equalist leader, Amon, came out with his ability to take away a person's bending, Korra was terrified, because, to her, bending is her entire personality. Ashamed of her fear, she refused to talk about it with her friend and airbending master, Tenzin, and others were able to take advantage of that insecurity. When Councilman Tarrlok pressured her into joining his anti-Equalist taskforce, Korra turned him down multiple times, claiming that she needs to be focusing on her airbending training instead of fighting the Equalists (which, Korra would jump at the chance to fight them, if not for Amon and his powers). While Tarrlok's extravagant gifts could do nothing to sway Korra on his side, it only took a few minutes in front of the press, who suggested that Korra was afraid, for her to cave, and go as far as challenge Amon to a one-on-one fight, for fear of looking weak otherwise. It wasn't until the one-on-one fight (in which she was tricked and ambushed by Amon and his Equalists) that she finally broke down and wept, admitting her fear.
Korra has a strong sense of justice, and will not hesitate to stand up for what she thinks is right. When she overhears a group of gang members harassing a poor store owner, she's quick to intervene and take them on in a fight. When Tarrlok's methods start to become more questionable, and she catches him profiling and arresting innocent people just because they're nonbenders, she stands up against him, even when he tries to use her friends as leverage to keep her quiet and in line. Even under pressure from her friends, Korra stands fast to her convictions, and when she suspects Asami Sato's father of being in league with the Equalists, Korra pursues the investigation despite the scorn of her friends.
She's very much hot-headed and impulsive, which often gets her into trouble with friends and foes alike. She often meets aggression with aggression and butts heads with most people at one point or another. She doesn't take no for an answer easily, especially once her heart is set on something. Even under the orders of the White Lotus to stay in the Southern Water Tribe, she sneaks aboard a ship to Republic City in order to pursue her airbending training with Master Tenzin. At the same time, as bull-headed as she can be, she's not above apologizing, and once she cools off, it's not uncommon for her to admit when she was wrong, and otherwise make peace with the people she was once fighting with. When she gets frustrated and calls Tenzin a terrible teacher in a fit of anger because she can't pick up airbending, she later seeks him out to apologize for her impatience.
Having been raised under tight surveillance by the White Lotus in the Southern Water Tribe, Korra is a little bit sheltered and is sometimes oblivious to the habits and customs of the people in the big city. Money isn't a thing that's ever been a big worry of hers, as all of her needs have always been provided for one way or another, and when she can't afford food for her and her giant polarbeardog, she decides to fish in a pond in a park in the city- which she doesn't even consider that it could be against the rules to do such a thing. She's eager to dish out vigilante justice and often ends up in trouble with the city police because of it.
✖ Character Powers & Skills:
Bending - As Avatar, Korra is capable of bending, or manipulating, each of the four elements
Waterbending - Born of the Water Tribe, water is Korra's first element, and she is a master waterbender. Capable of manipulating water into water whips, ice, waves, and everything in between, Korra is a formidable foe. In addition, she learned waterbending healing techniques, and is capable of speeding up the healing of wounds and injuries. *Currently cannot bloodbend.
Firebending - The most offensive of the four, Korra takes to firebending easily, and it is often the element she relies on the most. *Currently cannot lightningbend.
Earthbending - With earthbending, Korra is capable of manipulating rocks and earth (creating ramps, throwing boulders, etc) *Currently cannot metalbend.
*Airbending - At this point in her canon, Korra has yet to successfully airbend, though she still has the capability, and I'd like her to be able to learn it as time goes on and she matures and grows in the game.
*The Avatar State - The strongest ability given to an Avatar is the ability to go into Avatar State. In Avatar State, Korra channels the powers of all of her past lives, and has access to incredible amounts of bending power and skills that she may not have learned yet in this lifetime. An Avatar in Avatar State is at their most powerful, and most vulnerable, since if they are killed while in the Avatar State, the reincarnation cycle will be broken.
An Avatar who has yet to master all four elements might go into the state because of physical or mental turmoil, as an unconscious defense mechanism, and has little control over what she or he does while in the Avatar State. Once she has mastered it (which she hasn't at this point in time), she would be able to fully control her Avatar State.
*Energybending - (I don't anticipate it coming up much) Fully realized Avatars (and Korra, eventually) have the ancient ability to bend another person's life energy, allowing them to impart knowledge instantly and removing or granting bending.
*Spiritual Skills/Medium - As the Avatar, Korra acts as the spiritual bridge between the physical world and the spiritual world, and has the ability to enter the spirit world/projecting her spirit.
*At this point in canon, Korra is kind of a spiritual dunce, and has yet to be able to use the Avatar State, Energybending, use any of the sub-sets of bending, or act much as a medium (she has had minimal success connecting to her past lives), though, like airbending, I'd like these to be possibilities for something she can grow into. (In canon, she eventually learns airbending, metalbending and masters the Avatar State, she's just not there yet)

It's cold.
There's a common misconception about people who were raised in cold environments. People think that just because someone lived on the south pole that somehow they just become immune to the cold. That their fingers don't get stiff with chill when they're out in the snow for too long, or their shoulders don't hurt from trying not to shiver. That's not the case. The thing about being raised in the cold is that you learn how to live with it.
Of course, being able to firebend doesn't hurt either. Firebending comes from the breath. Seated on the floor of her small, metal prison, Korra breathes hot air into her cupped hands, watching as the steam rises into the frigid air around her. It's peaceful, or at least more peaceful than the scene earlier, when she banged her fists against the door, screaming until her throat was raw in the hopes that she'd be heard. How long has it been since Republic City's own Councilman Tarrlok left her here, locked away in a forgotten cottage in the middle of the mountains? It's impossible to tell time from inside the metal box he locked her in, but she'd guess it's been hours. Long enough for Tenzin and the others to notice she's gone. Of course, nobody would suspect Tarrlok of attacking and kidnapping the Avatar- heck, she wouldn't believe it either, if she wasn't sitting here right now. He's slime, for sure, but too smooth a talker and the Equalists made much better suspects.
Korra can't help but kick herself for sneaking out of the air temple without telling anyone first. If only she could get into contact with Tenzin or Mako. Heck, even talking to any of her past lives would be better than sitting here alone. According to all of her teachers, the Avatars of the past have always called upon their past lives in times of trouble. So far that hasn't been much of an option for Korra. She sighs deeply as she rests her head back against the wall of her prison, staring up at the bare bulb hanging above her.
“Aang, I could really use someone to talk to right now.”
“Well, I'm not Aang but I'd like to talk to you.” A new voice, sudden and clear and so unexpected that Korra narrowly avoids hiting her head against the door when she jolts up in surprise. How? Korra can't see outside her prison, but she sure as heck would have heard them coming down the stairs, wouldn't she?
“Who the-?” It takes some doing to get her stiff joints working again, but Korra clamors to her feet, her breath coming out in short puffs. It's a woman's voice, but who? It's certainly not Tarrlok's voice, or anyone else that Korra could think of, but that's not important. “Hey, hurry up and let me out of here!”
“I represent a company that has an important business opportunity for you.” The woman drones on, her voice entirely too pleasant, given Korra's current situation. Korra's eyes narrow as she stares at the wall separating the two. What, is this some kind of sales pitch?
Relief quickly turns into frustration and Korra balls her hands into fists, banging one against the wall, “I swear, if you don't open that door right now...”
The woman clucks her tongue, “I thought having a captive audience would help, but I should have known better than to expect patience from you.”
Korra's seething by now, but the woman continues on, and the pleasant tone in her voice turns surprisingly serious, “Would you like to save the world?”
That takes Korra off guard. Her mouth presses into a thin line, “What kind of question is that?” Judging by the way she's talking, it sounds like the woman has an idea of who is trapped in this cell like a sardinetoad, but even if she didn't, who would say no? Even Amon, public enemy number one, fought for his skewed (and frightening) version of justice. As the Avatar, saving the world is practically in the job description.
There's an impatient sigh beyond the door, and Korra tries to imagine what the woman must look like, what must be going on in her head, “Please just answer the question. If you do, I assure you, I will get you out of here.”
Now she's speaking Korra's language. Even though she's still at a loss for what the woman is trying to get at, standing around in Tarrlok's freezing prison and playing word games with some stranger is not her idea of a good time, “Yes, of course. Now would you-” She's not even half done before the woman makes good on her promise.
It's too bad the woman never bothered to explain where she'd be let out to.
CHARACTER ITEMS.
✖ Pick a Team: Green Team – Korra is a physical fighter and, with the elements at her fingertips, she's really good at what she does.
Orange team – Besides being a fighter, Korra's not too bad at scouting things out and sniffing out trouble.
✖ Reason for Joining the CDC: Plain and simple, Korra's job as the Avatar is to protect and save the world, and Korra takes her job very seriously. She certainly isn't happy about the situation, especially since she hates being used and seems so powerless in the face of the CDC's threats.
✖ Mission Freebie: Could Korra be undecided for now? If not, I think ICly she'd ask to be able to airbend, or to master the Avatar state, but as they're not supposed to ask for things that come eventually in canon, they wouldn't be able to grant that request.
✖ Personal Item or Weapon: She doesn't really have any particular item. Perhaps an airbending staff (doubles as a glider, once she actually learns how to airbend)
